Years ago, yes. In some states now, NO. Even you put a sweet price on the
form, they still charge way more than KBB excellent , and I have no idea
where the number coming from.

让卖家出份书面文件，证明是gift. 要加上卖家的详细信息。

写0会比较麻烦，一般是写KBB价格的80%。

写gift被抽查到麻烦的要死，还不如写低一点即可。保险一点最低可以写卖价的70%吧
。再低一点估计也可以但是you just take the risk.
