This is very possible. My friend with a PhD degree recently joined Google. He told me that in the same group there are 10 SW engineers, out of whom 8 have PhDs and two have MSs. But the manager only has a MS degree.

some phds choose research jobs and postdocs which have low salary but possibly great long term payback potential, like the chance of becoming a professor. As for programmers or other high-tech engineers, most big companies pay 15k-20k more for fresh phds than MS. Whether that is good enough for the extra years is difficult to say. It depends on people's priorities.
