娘的，不知道谁使坏，被city给了stop work order。我就是给家里旧的换新的，没有
改建加建，根本不知道要申请permit。请教会有什么后果啊？city还让我必须找电工水
管工，其实我就只是换换outlet和sink.
天下乌鸦一般黑。越来越发现好像住房子里也没那么好了。
请教这种情况下怎么办？会有很高的罚金么？俺已经很穷了。

What you are doing sounds fine with me, and I will be surprised that you
will need permit to change them. But you need to find out what the stop
order is for exactly!

Not sure about sink, but it requires a licensed electrician for outlets in
most states.

他们说repairing都需要permit，还说我rewire电线和水管了，换插头和sink当然需要
重新换一部分线。家里其他的都是以旧换新，就是换得比较多。basement以前有塌方，
所以挖了一些土堆在外面，可能是这个他们看着不爽。

I thought it was for water outlets. But even for electric outlets, it is
ridiculous to need a licensed electrician to just change them. For example,
just look at all the DIY books to teach people how to do them. How can you
DIY if you have to need a license to do that? Making modifications will be
another issue which I agree may need permit.

Now what you said is really not simply changing outlets and sink. In this
case I think you do need a permit.

Considering the stupidity of average Americans, it got be put into codes
that only licensed electricians can screw up outlets : )

You are right! It is really quite tricky to work on electricity. Actually I
have been electrocuted several times in the past two years while I was doing
that, so I guess I am as stupid as some average Americans:) But that said,
even though there could be codes requiring permits, in practice there should
be still many people changing their outlets themselves without permits
without any problem like the OP met. This should be something similar to
people usually driving less than 10 MPH over speed

ft. I just changed my outlet a couple of weeks ago. How can you get electro-
shocked for doing that? Just turn off the circuit breaker and you are good
to go.
It is done in 10 minutes or less. I followed a youtube instruction made by a
"woman".

Oh, actually I never turned circuit breakers off when I worked on outlets
because I haven't figured out which are for which. That was why I got
shocked almost every time when I worked on electricity. So really I am as
dumb as the most stupid Americans in this work. I sure will learn your way
in the future if I don't want to die soon:)

就是说不用太担心？一般permit要多少钱啊？我当时填表的时候傻乎乎的填了个实际的
估价，是不是交的钱跟自己填的成正比？官老爷们也不给我解释，就让填表。
