现在是满世界找推荐人，一个法国人对我的信马上回了，说可以做，但他只是senior
researcher。他得工作单位是在法国一个国家的研究所。他后来说他再研究所内是
independent researcher 但不是 a chief of a section.这样的话，他的背景是不是
可以作为独立推荐人呢。在法国找个独立的也不是很容易。

Good enough. You can write about his achievements to make him an expert to
evaluate your work.
Also, if his publications and citations are significantly more than you,
then you should not to mention the numbers, but just to describe it
qualitatively, otherwise the IOs can compare you with him to reject you.

thanks for your comments. I checked his background and found the number of
his articles are even not so many as mine. So it seems I donot need to
worried about this.
