根据大家的推荐找了刘律师，他说 have a very good chance to be approved under
normal circumstance,是不是说明我们这个case 希望还是挺大的。
看了他家的价格表，要不要他们帮忙写推荐信价格差$1400.大家觉得值这个价格吗

If your case is very strong, like >400 citations, your cite rate >2~3x
Average citation rates in your field. He should be fine.
otherwise, read the "I-140 EB-1A denied" from yesterday.

Citations are used to endorse the contribution.
I am not very impressed by the RL finalized.
Then, the only thing could affect the IOs is the citation numbers.
