Second, you have to be laid off from your employer (get fired, or quit the job don't count), so you can't just work a few months and quit job to get 6-month free money. Third, you have to be actively seek the employment (you have to show up at your local unemployment office, you have to show the evidence you tried and failed to find the job each week).

The right solution is to encourage people to save money for rainy days so that they don't have to ask money from society. What US does is to tell people to squander in all on consumption and then shameless ask other responsible savers to bail them out when in trouble.

Wouldn't it be better that you never had to pay the tax and instead saved it as personal emergency fund that'd come in handy during jobless days? When paying it as tax, you were counting on the politicians to safeguard it for you that they'd never abuse, dilute or steal your money. HOHO, handing a hen house to a fox might be safer bet than that.

I forgot to mention: if there is no tax, then there is no department of planning, building departments, no construction review committee. Who is going to check and approve the NY subway system? If there is construction damage, who is going to be responsible for it? We need to have Tax system, but got to use it wisely.

This is ridiculous! You can always file yet you won't be able to get money until you run out of severance or holiday pay. 401k has nothing to do with it.
