You have to get it in the county where your university belongs to.
What they do is they search the marriage registration database and
provide a certification that they do not find any record of your marriage
from this database ($10 in my case), then you need to go to the office of the secretary
of state (any notary office will not work). They will provide a certificate
to prove the validity of the document from the county (another $10).
