the best you could get is country. ap nic has
a list of IPs assigned to each country. not sure
other NICs.
however, keep in mind that even this is not reliable.
many people use proxy. and some big companies like
IBM may use IP not assigned to the country it's in,
rather, use IPs assigned to the company.

I got some websites which has a quick serach engine for this.
They can provide with the company and address and contact etc.
but some may use proxy.
actually our company wish to see who visits our website.
I wrote a dll and automatically send the IP to the webpage and get the
returned value and got the information.
use nslookup can give you hostname.

those have little to do with where the IP resides.
say earthlink has probably millions of IPs all over
the country, and you can only get an atlanta address
for earthlink, nothing to do who uses the IP and where.
also, the registered address of a domain name can be
far away from the machine.

there's no way to get reliable information
on where the IP locates. that's it.
not only people use proxies/socks, IP can
really assigned remotely, and don't forget
dialup users, who could dial a toll free
number to thousands of miles away from his
house...

Cyber cops have extra information about the IP from ISP, o.w.
they won't be able to locate you either.

whois is available on most unix/linux machines, probably
on windows also. you may want to build your own database,
so only query remote servers for those not in your database
or old entries.
however, as I mentioned many many times, this info is not
where the IP is! there's no reliable infomation available for
where an IP is... the best you could get, and I don't know

such information could be provided by dns-loc protocol that
is implemented in many dns servers.
check visualroute, the demo version comes with such database
(though incomplete).
