I called O this morning asking him to clarify a couple of things.
Downgraded EB2 cases were indeed being counted towards EB3 so no worries
there. He said the Chinese bloggers were clueless about what they were
talking about and they were raising expectations and making false
speculations because they don't have the data he has to make a legit
argument.
I said as a government agency these data should be made available to the
public so others can look at it themselves. Then he said the agency didn't
have the time to do so because they devote their resources and time to
calculate the data and publish the visa bulletins. He said there were many
variables that should be taken into consideration when projecting the
movement. And he is the only one who has all the information about these
variables.
It doesn't sound like he would continue to move EB3 drastically. And he said
he had already been very generous to China EB2. He said the best way to
predict the movement is to look at the "visa availabilities in the coming
months" section in the Visa Bulletin.
I was being very polite to him the entire time. He is a bit rude and
condescending. He asked me to stop talking several times and hung up on me
once. I called back and talked to him for about 20-30 minutes in total.
