我有一个adapter，想弄一个打长途的电话

hehe, a normal router is not designed for VPN either, if he really concerns
about the performance, maybe a dedicated security box, say, Cisco ASA or
Juniper Netscreen, is what he needs

ISRs/7200/7600 with encryption module are other options, Cisco ASA does not
support GRE/IPsec, big limitation if multicast or dynamic routing protocol
is required.
