FL的HOA被认为是最desperate的，因为在这次房市上亏的很多，所以想尽办法找钱。不

some communities have more than one HOA. For example, my condo is in a big
community with condos, single house and townhouse, the whole big community
has a HOA and the condo and townhouse communities each has it own individual
HOA.
