ISIS attack of Iraqi city that's is an oil hub.
This is the main reason IMHO as a symbol for oil price rising. The other
reasons, like rigs down or potential layoffs, are just an additional push.

so it will drop like a rock soon, because ISIS will sell oil at any low
price in black markets.

The attack has been defeated and ISIS doesn't have control of the city. Thus
it only created some minor turmoil that pushed the price high today, but it
won't be turning low due to the reason you said. However, it may turn lower
given the continuous oil policy.
in one word, the oil price surge today is just an 'anomaly'.
