If your proposal was awarded, when did the program manager contact you (
either phone call or email) after the date of the panel review? Or in other
words, how long does it generally take for the program manager to make a
decision after the panel review?

WSJ: Verizon to sell iPhone in 2011, fifth generation iPhone is in the works

We've been to this rodeo before (a few times, actually), but the smoke that leads to fire is getting far harder to ignore. Following a Bloomberg report in June that a Verizon iPhone was on track for a January 2011 release as well as independent confirmation from John Gruber, Yukari Iwatani Kane from The Wall Street Journal is now sounding mighty confident that the aforementioned plans are true. According to various people "briefed by Apple," Jobs and Company will begin "mass producing a new iPhone by the end of 2010 that would allow Verizon Wireless to sell the smartphone early next year." It'll rely on a key Qualcomm chip as well as a CDMA radio, but curiously enough, there's nary of a mention of LTE in this report. In closely related news, it's bruited that Apple is also developing a separate iPhone model, though it's unclear how soon VZW will be able to grab the fifth generation edition. 'Course, it's not exactly the shocker of the year to hear that Apple's toiling on a new iPhone without a dubious antenna design, but the real question is this: will the Verizon iPhone beat AT&T's elusive white iPhone 4 to market? Inquiring minds would love to know.

In several CISE CNS panels, the PM told me it may take 1-3 month ingeneral
to make final decisions after panel. Usually funded projects are notified
within 5 months of proposal submission; easy rejection comes even earlier,
and there is generally a lot of uncertainty for borderline proposals.

最搞不懂的就是有那么多人喜欢被比ATT还黑的Verizon宰，而且还是趋之若鹜。别跟我
说啥Verizon信号有多好，一旦iphone真登录Verizon却证明信号不好是iphone自身的问
题的话，这些人的笑话可就大了。

I was told by NIH that the review panel or the advisory council does not
make funding decisions. so even if your proposal is approved by the council,
it is still not guaranteed. it takes about 1-3 months to get the final
award notice.
What is the exact mechanism in NSF? I am curious.

From my experience with NSF CISE CNS and SBIR panels, panel make
recommendations and rank proposals, them PM make final decision on which
proposals to recommend (this is when PMs contact PIs); usually
recommendations by PMs are funded.

verizon have pretty tough sensitivity/linearity spec for all their phones.
ATT specs are pretty much relaxed.
