Question about using iphone 4 on a current nonsmart phone plan# Apple - 家有苹果

Currently using a nonsmart phone on at&t. My friend gave an iphone 4. After
I inserted my sim to the iphone 4, I wanted to add a dataplan to it. But, on
att website, adding a data plan for iphone 4 gives me an error saying my
handset is not compatible with this feature.
Anyone can tell me what I can do? It seems that when I call att or visit an
office will cost me $36 upgrade fee, right? Is there a way to avoid this?
