昨天有个烙印去面试也被告知EB2C的名额被用光，今天版上有人去面试也被
告知EB2C的名额用光，为什么面试官都首先被告知中国的而不是印度的名额被用光呢？

仔细看IO的原话：
"I got an email saying that the Visa numbers are exhausted for China"
这里的重点是"I got an email"，这说明有明文通知停批老中，然后IO到系统中去预定
烙印名额的时候，才能发现烙印是否能再拿到名额。
看来奥本停批也是先停批老中，然后还偷偷的放烙印进去的。

More evidence that EB2C was first retrogressed:

Please note, the IO uses the words "seems like it is the case for India".

From follow up posts, it sounds like the visa number exhausted means to this
quarter. We will see if there are any approval in April (new quarter).

It doesn't matter they exhaust the visa number of this quarter or this
year. What matters here is why they discriminate EB2C when both EB2C and
EB2I have the same cut off date, not even mention that the binding of cut
off date of both countries is extremely unfair.
