还要说的一点就是. 政府的 argument 是, 之所以让 hedge fund 参与
是因为要让 hedge fund bid 去发现价格, 因为政府没法自己发现价格.
但是问题就在于在 Toxic Asset Plan下, 资产价格将基本上取决于政府
给的 incentive (具体推理过程略). 所以问题就是政府会提供多少 incentive.
这本身就和政府自己定价把钱直接扔给银行没有区别, 只不过是化妆了
一下而已.
我仔细想了一下. 如果Toxic Asset Plan实施的话. 各方的输赢是这样的:
hedge fund 基本上平, 可能小赚.
bank 大赚
Tax payer 大亏

其实这个意义不是很大，我以前注册过很多杂志，很少能拿到，还是要去杂志要。好杂
志很难，但1-3分的比较容易，我一个月内要到5个杂志的文章。一个就是BMC系列的，
然后他们帮我注册了

给主编写信或者给editorial office写信，他们会转给相关人员

这不是人所共知吗？找杂志要review基本上就是这个回复。你这个题目还以为是要
review，在你哪个地方登记一下就可以有文章发过来呢。
