据报道：由于波士顿的爆炸案，原定于本周二（04/16/2013）出炉的移民法案草稿将推

NCI,得到了分数 (24)和summary comment, 想和PO约时间phone talk.
PO 说 interim payline 是 20. 说等到今年的budget下来之后在七月份才能和我电话。
这种情况下是不是得到funding的机会已经很小了？
不知道值不值等下去？想尽快找工业界的工作了。

现在估计PO也很难给你确定的回答。虽然去年是20，看到别的论坛上有至少2个人（nci
）27-28分最后都拿到了，看经验说需要多和PO纠缠，必要时还要让大牛老板施压。据
说今年budget好一些，24还是挺有希望的。如果没有机会resubmission了，只能等着了
。

CIR法案公布没有被推迟，已经被提交了。被推迟的是GANG OF 8关于这个法案的记者招
待会，以及参院移民委员会的听证会，两者分别被推迟了2天和2-5天。

well as the Diversity Visa program while eliminating caps on visas for
certain employment-based categories.
2.•Raise the annual cap on H1-B visas for high-skilled workers from 65
,000 to 110,000, with provisions to prevent such workers from undercutting
American wages. Set a maximum cap at 180,000 such visas.
第一条是出去FB里的兄弟姐妹名额以及抽签名额；另外除去EB里的CAP，希望是指那个7
%的CAP。这里的目的还是消除当前的EB的BACKLOG，才好给后来的申请让路。

We crack down on abusers of the H-1B system by requiring “H-1B dependent
employers” to pay significantly higher wages and fees than normal users of
the program.
•If the employer has 50 or more employees, and more than 30% but less
than 50% are H-1B or L-1 employees (who do not have a green card petition
pending), the employer must pay a $5,000 fee per additional worker in either
of these two statuses.
•If the employer has 50 or more employees, and more than 50% are H-1B

•We will also crack down on the use of the H-1B and L visas to
