6万应该是最起码的。稍微好些的公司，奖金加上基本工资，上8万也完全可能。

I know someone got 80k+ without PE near NYC.
But with more experience.

Based on several PE I know In LA, base pay is 90K. Bonus depends on your
firm and project profit.

The way to say the range is not reasonable too. I mean people usually say 25
-30, but not 29-30.
62k sounds low for a PE with 3-year experience.

The other good thing about civil is that you can have your own small
business at the same time. A lot of senior people as I know have own company
for small jobs outside.
Also you can do other housing related part-time jobs like house inspection
and appraisal. If you have stuff to do and work hard, you will get good
money also.

many top EPC companies have branches in Calgary, like Flour, Bechtel, Jacobs
. The pay is not bad compare with US market. My buddy who is working as a EE
makes $75 CAD per hour(especially the CAD$ is stronger than USD$ now). This
city has 1M residents and it is developing quickly as well.
I just want to provide some info. and hopefully it can give you some other
considerations. Don't just focus on one single place.
