If one number has an estimated error of 5E-09, I multiply that number
by 10,000, then what would be the estimated error of the result ?

Depends on the physical meaning of multiplying operation.
For example, if you want to magnify a signal 10^4 times in
amplitude, then the error should go 10^4 times greater.
However if you measured the weight of one sample and now
want to know the error of the total weight of 10^4 same
samples, then the error goes as 10^2 times greater.
