You can find some code online. But I doubt they will work since you are
asking million's of dimensions. If I remember right, MATLAB/C won't be able
to handle it.
Besides, how many raw data you have? Are you sure you need millions of dimensions?
To me, you will need something^(millions) data points then.

If size of dataset is small ( ~10000), it's possible.
Let the columns of matrix X be each data point,
then use the eigenvectors of X^T X is the projection of data points on the PCA
vectors.
