what is the maxmum number of balls can be placed on the circular plate?

I just need a solution to solve a practical problem currently. Thanks for any
idea or suggestion or even any thought.

Your problem is related to 2-Dimensional packing.
For the 3-Dimensional ball packing, as I know, the minimum packing ratio is
52.36%, the maximum packing ratio is 74.06%, and the random close packing
ratio is about 63%. The 2-D cases also have been well developed, but
unfortunately,I do not remember the exact numbers now. You can try google or
some powder technology handbook.

just search 'sphere packing' on isi or your library
many problems in 2-d packing are well understood already.
BTW, Salvador Torquto pointed out that rcp is ill-defined
