BLAS3 is usually used to refer to level 3 BLAS. BLAS routines are divided
into 3 levels based on the type of linear algebra operations handled:
Level 1 BLAS: vector-vector operations
Level 2 BLAS: matrix-vector operations
Level 3 BLAS: matrix-matrix operations

速度。BLAS3是为数不多能发挥出CPU效率的的模块，很多机器的峰值浮点性能都是通过
GEMM来得到。
