可以买一些商用的compiler,如果想免费，就用cygwin + gcc 吧

Intel's noncommercial ifort is not available for any
Windows platform.
Or try GCC's gfortran, but it is still buggy.
Or go to fortran.com and look through the list of
compilers, see what suits you.

Intel Fortran compiler is also available
for Mac, but I don't remember whether they
offer the noncommercial license. See Intel's
website for information.
