(1) It is hard to define the word "guide". If a team is just chatting with
some locals and the locals volunteer to to walk with them for a bit till they
find their next location, does that count towards being a "guide"? How long
does that walk have to be in order to be considered "illegal"?
Does a 30 second walk count? When I am in a foreign country and when I get
lost on the streets, there are often some local people who would volunteer to
walk me towards my next location -- they just wa
