连我这样的数据库白痴都知道tns有用，没有tns客户端没法连服务器的。
在nt下用OEM管理啊。

It was used for identify db name protocal port etc.
you shoudld create it when you install DB.
Where did you get your Oracle. Almost every Oracle book
will talk about that. You can find the demo of it on
User Guide Installation part .
