MSN keeps an live connection with server. So when server
receives connection from other peers, the server can notify you.

我不是说MSNMessenger如何感应到有人上线
例如：当有人上线的时候，MSN Messenger会在TrayIcon上方
显示一个NotifyWindow，这个Window是怎么做的？
有没有现成的控件呀？

Yes, I tried it.
But VS.NET build-in NotifyIcon does not support the ballon tooltip.
I have found a portion of source code that supports the ballon tooltip. :)

just create a window and let it slide into the corner using a timer..
