1 楼

1.) will USCIS approve all the cases with PD before 7/15? or just approve
300?
2.) what is their demand target? 20k or 30k?
we have to answer these two questions in order to know what the next step is
.

不知道是否大部分7月15日之前PD的都能在下月批准？
还是只有很小的一部分

当然不会只批300，也不会全部批完，能批个8，9成，剩下的RFE或者11月继续批。10月
1号开始新财年有37800个EB名额可用（140000X27%=37800)。理论上来说除了EB-1以外
，所有其他EB类别包括EB-2 ROW的优先级都没有EB-2 IC已经current的人高，因为EB-2
CI的排期更早。当然从前几个月的经验看，CIS会不分PD混着批。

If they can approve 80% or 90%, that means he is doing quarter spillover,
right?
I think he is not using 2803/12 method any more.

要是能批60%以上就行，只要不是单纯为了扩容，大家就都会从中受益。

Of course, quarter spillover，否则中印也不会捆绑了。实际批多少跟判断是否
quarter spillover无关。

这个需要NIU继续领导大家URGE奥本及时公布实批数据.他还是有可能耍花招的.
要求他公布实批数据,进一步对他实行监督是保证EBC利益的唯一利器
当适时公布实批数据成为ROUTINE,所有工作才算走上正规

If no spillover happens, then it can't be called quarter spillover.
If CO's sole purpose is to admit more cases and no spillover happens, then
it can be called "gate open" event, not quarter spillover.
But I think USCIS will approve 5k-6k. I think quarter spillover is happening.

好像是
负责批准的那边根本不管名额
他们就只看PD
PD到了就可以批

到底怎么批，批多少，完全不受他控制了
不是他管辖的

如果大部分下月能批准，
是不是demand就越来越小了，
怎么能 build up inventory 呢？
是不是下个月的 pd 还要大进？

Yes, they will have to "open gate" when the demand is low.

以前不是一直建议quarter spillover，都被拒绝了，怎么现在却spillover了

Thank you, Cane. I was expecting another six months wait and put up all the
documents. Now I am scrabling to find them. On Monday need to call doctor to
health exam.
