不知USCIS是不是开始发绿卡，联邦议员办公室给我的查询回复是就等visa
availability，这次真的能拿到吗？

有个问题不是很懂。如果移民局处理太慢导致10月份排期虽到但没有拿到绿卡，而到了
11月份排期又退了回去，那是不是说又得重等？

那当然。排期退了回去就得重等。那么多2007年的都重等了4年啦。

不是如果。10月排期到的大多数人在10月是批不了的。都批了的话全年的名额基本上就用完了。

就用完了。
Why?白等了？說出來的还退回去？

不是白等，至少可以递485，如果以前没递的话。
许许多多的朋友想白等，但白等的机会都木有。

If you read the notes on the VB, you'll know this three-month advance was
for accepting new 485 (people who missed boat) to build the first round
inventory. If USCIS receives less 485 new cases than they expected, DOS will
move VB forward next month until 485 cases (old+new) reach to their planned
range. Then they will move VB backward to match available visas.
