还没给他办护照，怕时间来不急了，如果没有护照能给办旅行证吗？去NYC办。

Whose passport are you talking about?
As far as I recall, consulate only looks at parents' passports and child's
birth cert.I guess you want to check the NY consulate website for their
latest requirement, that should be the most accurate......
But if your child does not have the US passport, you would have trouble
coming back.

我们公司是所有的都付了。比如申请费，EAD,AP....

多谢回复，是给我儿子办，还没给他办护照，如果不需要它办旅行证的话，我们就先办
证，回头再办护照了，主要时间有点蹊跷

真的建议你去领馆的网站上读一读办旅行证的须知，很有用的。
