urgent question about temporary ead card# EB23 - 劳工卡

I have a job offer back in Oct. and have been waiting for EAD so far. I765
was submitted on Nov. 01. 2011. Have not received the card yet. Filed SR to
expedite it, but uscis response that they cannot expedite it because it is
less than 90 days.
My question is, do I have any other option? I asked a uscis 2nd tier about
interim EAD, and was told that, if anyone can give it to me, it is local
office (infopass). However, he cannot guarantee it. Does anyone know whether
infopass is authorized to issue interim EAD anymore? Some USCIS document
said that it has been terminated. I am confused.
I also want to know, can I start my work when EAD is still pending?
