如果真的用完40k个名额，2012财政年度
从09/2007到 01/2008有超过30k的eb2ci,远远大于大家的估计（可能有大量的eb3--eb2
,大量的1拖n）
这样清空2008 也要1－2年时间。。。。。。。。。。。

The only thing I'm pretty sure is that I need wait for some days.

从法律上说，每个季度不能超过27％名额。
从统计的PERM上说，也没有这么多。
从以往485处理的速度上说，也没有这么快。
不管从哪个方面看，都不可能现在就用完40K的名额。
如果这样， ROW岂不是也不CURRENT了？
所以最有可能是已经交的，PD在2010年之前已经超过了
剩下的名额，包括SO的。所以排期会停止或者倒退，
但是不会倒退很多，因为8，9月份要建立新的库存，
所以排期就会进到2010下半年了。
