“for the remainder of FY2012”！意思说5月以后都不会再进了？这个RD晚，PD早，
4月底前没绿的岂不是亏大了？

mainland and India will retrogress for the remainder of FY2012 to August 15,
2007, as of the May Visa Bulletin. AILA Doc.

Practice Alert: Predictions on EB-2 Priority Date Movement in FY2012 for
China-mainland Born and India
Cite as "AILA InfoNet Doc. No. 12032365 (posted Mar. 23, 2012)"
Charlie Oppenheim, Chief, Immigrant Visa Control & Reporting in the State
Department, provided AILA with further information on priority date movement
in the EB-2 category for China-mainland born and India for the remainder of
FY2012. When the May Visa Bulletin is published, the China and India EB-2
cut-off will retrogress to August 15, 2007. Demand is still increasing at a
very high rate and must be checked to maintain numbers for natives of other
countries. As for projections for the remainder of the year, it is too early
to predict movement. USCIS has informed Mr. Oppenheim that they will
continue to “preadjudicate” adjustment applications received through April
. The “preadjudicated” cases will be held by the State Department in the
“pending” demand file. That way, the cases will be ready in October, or
earlier, if the current number use pattern changes, and they are needed at
the end of this fiscal year to assure utilization of the full employment-
based permanent resident visa allocation.

This is definitely not effective practice! Each case they need preadjudicate
and put on hold then adjudicate later.

Why would they wanna do it? The only possibility is they are running out of
quotas, which is NOT true based on dymu's numbers.

如果O傻这么四下防风,
而且那么信誓旦旦的跟律师会说,
估计内部memo已经出了.
本月应该还继续批,
四月就只preadjusticate,
这样才能留下quota给倒退后的cases.
除非已经assign了,
但你会相信cis能这么organized?
不管你信不信,
反正偶是不相信的.
只有倒退了,
才会保证cis的滴瓦不会被打爆.
otherwise08年底甚至09初批了,
07年的还搞三搞四,
08初的还乌秧乌秧的一大片,
senator/house又该sommon cis的头头脑脑去hearing了.
别的不说,
全部TSC Feb filers的case status都木有,
cis的phone operator已经喝一大壶了,
以后更头疼的紧呢.
你说呢?

即使倒退，那人家08 pd,rd都在前面没批的不也要打电话complain.一两个uscis还好说
name check 没clear啥的，若是几千，几万就没理由了。
所以估计08的问题不大。否则最基本的先进先出原则都没法玩了。

没看懂，这个倒退到07年的日期都给出来了，难道还能变，比如08年底？

For any case, they should follow something. Maybe not strictly stick to 先进
先出.
Why no 09PD approved?

Coz they haven't got into the inventory yet. You need FP, NC to get into the
inventory, which takes time. Once you are in the pool, it doesn't matter as
long as the PD is before the VB.
You will see some 2009 approvals next month.

没啥惊慌的，就是奥沙放库存的量已经到了他的心理高位，偏偏交485和披485是一个排
期，不管之前是真排期，还是假排期，uscis是只要处理到了cut-off 之前的就批，奥
控制不了这个，生怕这个收485的假排期会影响row，在财年结束前row没有quota，所以
要先把eb2ci这个洞堵上，财年末视情况再做调整。
无端的悲观都是杞人忧天，总量在那里放着，虽然诸多猜测，没人敢说自己百分之百对
，现在的情况比去年的估计已经好很多，就说明只会更好，不会再坏。

wa cao....我的pd刚好是2007年8月15号的，正在办perm，是不是10月份之前还是能交
？
