Hatch 12应该是媒体报道的毒药条款。最后Hatch根本没有提，也投票支持了现在的CiR
Bill。
但同时，Hatch 10在Shumer Amendment之后加进了CIR，算是政治交换吧。
俺英语不好，麻烦大家读一读那个hatch 10
Hatch 10里面Second Amendemt with Shumer之后，貌似说以后没有排期都可以交485，
只是不能发绿卡？？？这个会不会比Hatch 12还要毒呢？还是没人会Care？

‘‘(1) PETITION.—An alien, and any eligible dependents of such alien, who
has filed a petition for immigrant status, may concurrently, or at any time

regardless of whether an immigrant visa is immediately avail4
able at the time the application is filed.
