I also got to meet the leader of the Hispanic caucus in person: a Democrat
from Chicago, Louis Gutiérrez. To my surprise, he openly admitted that he
had held up the skilled immigration legislation for the last ten years. He
said “For ten years, I insisted that nothing happen on STEM [Science
Technology Engineering and Mathematics] or any other particular part of
comprehensive immigration reform unless we did it all”.

Louis Gutiérrez的核心就是非移。过去他是敌人，因为他知道让别的移民法案过，他
的非移就没有机会。这话他多次公开说过，包括听证会上，他不会允许任何和非移相关
的法案通过。
但这次CIR他是朋友，他是D在House里和R谈判的主力。他推CIR是不遗余力的。
每个议员都有自己的立场，所以才天天吵。
希望Louis Gutiérrez和7人帮的CIR早上议程。

民主党的优先次序: 非法 > family-based > diversity > high skilled
共和党的优先次序： High skilled > family-based > diversity > 非法

共和党，民主党都不是铁板一块。
特别现在的共和党。有一部分共和党基本就是反对一切移民政策。格老头、Session、
Steven King之类的。现在是非法挡着，没非法在那，他们就开始反对合法移民了。
去年搞死3012的罪魁祸首可不是Louis Gutiérrez，是格老头啊。

去年搞死3012的是Reid. Grassley是给Reid背了黑锅。
Reid或Schumer如果想通过3012, 直接closure motion就行了。60票是肯定有的。70票
都有可能。
Grassley并没有直接filibuster. 他只是威胁要filibuster. Reid就顺水推舟。让
Grassley背了黑锅。实际上最不想通过的3012的恰恰是Reid本人。

我只认最坏的几个坏蛋，哪次不是这几个人跳出来。
