This is my company attorney's reply. She emphasized that my eb2 is ready and
can't use previous I-140.Instead, she recommended me/company to start a new
EB3 I-140 with the current EB2 job title/description.

There is some risk to doing so because even though the CIS has stated that
they will accept these types of requests, there is no precedent for them
having done so. Therefore, it is possible that a request to convert from EB-
2 to EB-3 in this manner may be denied. If you file the I-140 EB-3 request
concurrently with an I-485, and the I-140 is denied, the I-485 would be as
well.
