基本意思就是gop要通过一个budget plan，但这个budget要exclude fund for

基本正确，House要一周内通过一个一直到明年9月份的Budget，但是有可能给DHS就支
持到明年三月份。
明年三月份之前再继续扯皮，看能不能续到9月份，因为理论上3月份应该出来大部分的
具体规则了，House等着看有没有漏洞可以攻击。

gop说了EA的不对，说你们这是在鼓励那些人非法入境，国土安全部的意思是我们会加强
gop还说，自己是不会给EA任何的财政拨款的，但是也不会以此作为要挟不通过预算法
案，今年我们也不再纠结这件事情了，明年可能继续
