so if tomorrow all Chinese EB2/3 became current, some one with PD in Jan
2015 could very well get his green card before one with PD in 2009 or 2010?
since his 485 application is very likely on top of the pile on some one's
desk.

如果2014年有状况的（收到RFE）的，排期到了很快就批准了

I said random for every one whose PD is current.
so if each month, the Visa bulletin advance a small step and let in say a
couple hundred, then this couple hundred should be pretty quickly done since
after all, they must issue about 3000 for the year, if I remember correctly
. So on average, it would appear to be ordered by PD, even though within
that couple hundred, the order is random.
but if the VB advanced for 6 month at a time and let in 1000 people, then
there s no clear order who among these 1000 would be processed first. It
depends really on many factors like where one's file is physically located.
the only guarantee is those who are not current would not be processed and
that the quota is fully utilized each year.

如果都是第一次Current新交的485， 按RD批。
如果是第二次Current了，先看PD，再看你的case在一堆文件的位置,靠上的先批，垫底
儿的后批。
