里面那个w9 form要求是US person啊,这样的话还需要签字吗? 另外里面那条If exempt from back up withholding check this box不是很理解,请 大神们指点迷津 多谢

my PD is 02/2010 and did SR early this month but so far haven't got RFE... and seems like there's no EB2 greened here as well especially TSC. Don't know what happened...

Bad weather these days in TX? the USCIS mailroom was closed before 3pm yesterday
My guess is that TSC is not processing EB2 generally speaking starting from few months ago unless Senator/Congressman gives them pressure. While they are processing EB3 at normal/full speed so there must be some relationship between these 2 situations or there must be some internal verbal rules/ instructions...
I guess there are still a lot of EB2C waiting for Visa Numbers. Don't forget NIWs are also EB2C. There could be quite a number of them in the queue. Another possibility is that due to the rapid advance of EB2C cutoff date in 2012, USCIS has taken a huge number of 485 EB2C demand, since these people have been waiting for Visa Numbers for 3 years, they absolutely deserve one; however, there could be another surge of 485 EB2C demand coming in recently for those people who have been laid off, lost jobs or changed jobs during the economic downturn of 2009 but with earlier retained PDs in 2007, 2008, 2009. USCIS is probably now thrilled to find out there are still so many 485 EB2C demand with old PDs and they don't know amongst these two group of people, one group with fairly early RDs, the other with fairly early PDs, who should get the first priority on obtaining a Visa Number.
