Yes you can. You'd better to print out "auto validation" part of the law for the officer. Not everyone is familiar with it. I got my stamp revalidated last year. It works.

Since H-1B is a dual intent visa, you may maintain the nonimmigrant status of H-1B but have immigration intent. 我律师是这么说的,应该问题不大。我也是交了140,h1 visa stamp过期,要去加拿大。
