Regardless of whether dates retrogress or not, your RFE response will be
checked and verified and necessary action taken.
If your date is current, RFE response is satisfactory to the IO, visa number
is available and background checks are complete - you'll be green.
If date is not current, RFE response is satisfactory - case will go into
pending status awaiting visa number and date to be current.
Regardless of whether date is current or not, if RFE response is not
satisfactory - another RFE or denial.
And if October bulletin retrogresses dates, that will begin only from
November 1st. So they still have the months of September & October to
adjudicate your case.
