Question about SR reply# EB23 - 劳工卡

I did a SR earlier this month and got reply like this today. What does this
usually mean? I requested transfer from EB2 to EB3 in the SR, does it mean
it is now under EB3 or EB2? My EB3 PD is current while EB2 is not. Thanks.

received. If after 60 days you have not received anything in the mail,
