We will continue to premium process Form I-129 H-1B petitions if the
petitioner properly filed an associated Form I-907 before April 3, 2017.
Therefore, we will refund the premium processing fee if:
The petitioner filed the Form I-907 for an H-1B petition before April 3,
2017, and
We did not take adjudicative action on the case within the 15-calendar-day
processing period.
又看了下官方的说明 这个上面是说即使4.3 号之前file premium 也可能reject 然后
退钱是嘛？

两周时间绰绰有余，就LCA的一周最浪费时间，拿到LCA马上就能寄出去，还能赶得上PP
我当年H1B就是今天这个日子开始办的，4月第一周内寄到，整个package准备时间不到
