如果只是等current 不需要review的话应当不会受到影响。

楼主总结的好！
nnd，民主党真的太坏了。
共和党取消抽签绿卡，将这5.5w名额给EB移民明显是对美国的利好。民主党为了票仓死
活不同意。
老川说的shithole一点没错，将这写名额给咱们显然比给shithole强。咱们eb23还能大
幅度跃进.结果民主党就为这个还导致政府关门。直接影响到了咱们。真是是可忍孰不
可忍。这群民主党政客真是垃圾都不如。

关于背景调查，如果是FBI的话据说属于“essential department” 应该会照常进行
吧感觉背景调查不光是绿卡还有其他各种调查

USCIS靠申请费运转，不靠拨款。所以不受政府关门影响。

刚才看到网上一篇文章说谁会受到影响
JUSTICE DEPARTMENT
Many of the nearly 115,000 Justice Department employees have national
security and public safety responsibilities that allow them to keep working
during a shutdown. Special counsel Robert Mueller’s team investigating
Russian meddling in the presidential election will also continue working.
His office is paid for indefinitely.
The more than 95,000 employees who are “exempted” include most of the
members of the national security division, U.S. attorneys, and most of the
FBI, Drug Enforcement Administration, Bureau of Alcohol, Tobacco, Firearms
and Explosives, U.S. Marshals Service and federal prison employees. Criminal
cases will continue, but civil cases will be postponed as long as doing so
doesn’t compromise public safety. Most law enforcement training will be
canceled, per the department’s contingency plan.
注意到“most of FBI” 都会继续运转希望background check可以照常进行

猪党上星期白宫闭门会议就同意修墙。Durbin和Graham的提案包括同意拨款修墙。
分歧在：老床和共和党还要砍掉Visa Lottery，5W名额给EB（职业移民）。
猪党不同意。提出 Visa Lottery 只砍一半，而且砍下来的名额不给 EB，给 TPS
program 的海地/萨尔瓦多/非洲移民。老床感到很愤懑，不理解为什么猪党非要引进低
端人口不要对美国经济发展有帮助的skilled worker。于是有了著名的 shithole
countries。
Chain immigration好像还没提。

上次2013年shutdown好像没有这样

请问是不是没有LCA就没办法申请H1b了？正常的 normal h1b transfer 现在还在进
行吗？就是不要PP了打算拿到receipt就去上班了。

H1B 申请分两步， #1 向labor department 申请 LCA 并公示 hr签字, #2 拿到LCA 后
向uscis 进行 I-129 petition 并附上lca， receipt 是在第二步产生的，没有LCA是
无法递交application 到uscis的，除非LCA 已经拿到了，那么就不受影响。

今年没有特意提visa, 在“as long as there are sufficient fees to support
operations” 情况下领事业务继续，不能反签应当是小概率。
C. Consular Operations Domestically and Abroad: Consular operations
domestically and abroad will remain 100% operational as long as there are
sufficient fees to support operations. However, if a passport agency is
located in a government building affected by a lapse in appropriations, the
facility may become unsupported. The continuance of consular operations in
such instances will be treated on a case-by-case basis by the Office of the
Under Secretary for Management.

楼主好像忽略了一个重要参数，关门会持续多久？历史上最长好像是3周，2周，大多数
则只有几天时间。
