The HR of our company just told me that they cannot sign J form for me since
they are a staffing company and only provide temporary,temporary-to-hire,
and direct placement services. That is, my job is not permanent job.

简单说换个 permanent job，能开J Form的公司。
详细说：你要J Form是交 485，还是回RFE？140是在这个公司办的吗？

Thanks. J form is for RFE. 140 is not from this company.
I did not receive RFE mail so after 30 days I asked USCIS to resend. So what
is the start date for the RFE then?

You have to respond to the RFE within 87 days since the date printed on the
letter.
By the way, remember to ask for the employer sponsorship of your green card
application before changing your job.

The deadline is 87 days since the date printed on the letter you receive,
regardless when you receive the letter.
