It dawned on me that the reason may not be the power supply!
It seems that the regulated power supply is in the lab and
you did initial testing elsewhere, using your batteries.
In the lab, there are many many interference sources, computers,
for example, and monitors, etc etc... If I bring my AIWA walkman
into our lab, it won't receive some of the weaker FM stations.
So my guess is, because of interference (and probably some
shielding effect of the building), your FM board failed to
