中新网10月20日电美国商务部19日表示，一批中国企业现在可以更容易地从美国
进口敏感性技术。
据美国《华尔街日报》报道，美国商务部工业与安全局表示，已授予五家中国企业
“合法终端用户”(validated end-user，简称VEU)地位，旨在促进中美贸易。这意味
着包括应用材料这五家中国公司今后向中国出口某些敏感性产品时无须另外申请出口许
可。
工业安全局副局长曼库索(Mario Mancuso)表示，该局认可中国为一个非常重要的
市场，在评估风险时不能把视野局限在地理边界上。
有分析人士称，授予5家中国企业“合法终端用户”地位体现出美国外交和经济政
策向中国有所倾斜。曼库索表示，美国需要促进对华贸易、加强与蓬勃发展的中国经济
的联系，并增加美国出口商在海外市场的竞争力。
但美国商务部授予“合法终端用户”地位的5家公司均不是全中资企业。
上述5家公司包括：应用材料中国公司；波音公司旗下合资企业Boeing Hexcel
AVIC I；中芯国际集成电路制造有限公司；国

这里面提到的5家公司，有4家是半导体行业及其相关行业的，难道这是 Intel Fab 68
引发的半导体产业投资开放？

Does that mean the application for Export Control License would be easier in
the future?

frankly, I think those licenses does no protection other than restriction.
Those needing license probably mostly are only doing low-level jobs that
happen to fall in that category, and those doing really-important jobs
mostly already have gc/citizenship and thus do not need license, i.e., they
can steal as they wish.
I think this policy is really a typical evidence of government stupidness.
