行业拿来做理论练习。现在有那么关于对‘电力’市场的管制和自由化的针对性的，专

的讨论和分析在手边，我个人实在是从你们的长论中看不出什么valuable information
or opinons.
关于‘最优化’，阐述一个个人观点。实际上没有所谓最优化，只有很多的平衡态，
很多复杂因素（人为地，自然的，瞬时的，长期的...）会把系统引向不同的平衡态。很
多
看似相同的系统也会因各种偶发或人不能理解的因素发展成完全不同的平衡态。
现在有股潮流就是崇尚organic food,认为不含人工化学成分就是好的。但organic food
中含有更多的更大量的天然合成的化学成分，植物动物的defence system 也会合成各种
对人效果不明的化学成分。题外话，扯远了。

this is very long so I couldn't finish it. I would suggest that you take a
couple courses in securities design (seems to me that your problem is similar
to securities design).
two pointers:
1) it is hard to achive true optimal states. a model by defintion will
omit lots of factors and it is those factors that pull you away from
an optimal solution. Trying to find a reasonably good and stable solution
is probably more important here.
2) more importantly, you need to have an original idea, or a s
