If the article of this Harvard scholar is not a trash, it's tautology. It is
so obvious as for the problems of Chinese population and the underlying
reasons. And there are tons of similar arguments in literatures.
Eberstadt didn't mention the importance of Chinese family kinship in dealing
with elderly problems.
Also he didn't mention the recent relaxation of one-child policy.

中新网7月15日电国家人口和计划生育委员会副主任赵白鸽女士今天上午表示，中国
政府正采取三大重要措施避免出现严重的男女性别比失调。
赵白鸽女士是在国务院新闻办的新闻发布会上作上述表示的。她称，出生性别比是指
出生以后男婴儿和女婴儿相比的数字，这是很要紧的一个概念，因为出生性别比和总人口
的性别比是两个
不同的概念。
赵白鸽谈到，为什么会在亚洲地区出现出生性别比的问题？目前主要归结于两个方面
，第一个是文化传统的影响，所谓男孩子偏好，这是一个很大的问题。第二个，中国出现
这个问题和农村的社会保障机制是紧密联系在一起的。
赵白鸽指出，中国政府采取了下面几个重要的措施：
首先，政治承诺。胡锦涛主席在2004年人口资源环境座谈会上，已经明确地把人口出

2001年将出生性别比降到正常水平的目标。
第二个重要的行动，就是宣传和教育。最有代表性的一个项目就是“关爱女孩行动”
