When assesing cross-country income difference, lots have focus on eiter
human capital difference or sectoral composition difference. little(
according to my knowledge) has been done on allocation of human capital
across sectors in a particular country. A random thought is that if there is
some extend of mismatch of human capital and production sector (i.e. highly
productive sectors have workers with low human capital, for some reason to
