When a manuscript is submitted to a journal but is later rejected, all the
reviewers (maybe also their collegues) would have known the ideas. What if
they refine the these and claim that they solve the problem independently?

That could happen and one way to protect yourself is to submit the paper to
a lower level journal.

一般认为有专利可能东西，要用专用的，能证明日期的记录本写明，然后请人witness
，date.你的情况，若有dated文件，证明你在submit以前这主意已存在就可以。不然的
话就难说。
